What is Navigate School Choice?

We’re Here for Parents

Through jargon-free, comprehensive information about school choice policies in each state, school search tools and resources, and direct support for parent questions, Navigate School Choice helps school searching become school finding for families.

Our Organization

Navigate School Choice is a charitable program of the National School Choice Awareness Foundation (NSCAF), a 501(c)(3) nonprofit organization. NSCAF’s mission is to improve K-12 education in the United States, and to support the success of America’s children, by raising broad and equal awareness of the traditional public, public charter, public magnet, private, online, microschool, and home education options available for children and families. In addition to organizing National School Choice Week, NSCAF researches, develops, and disseminates the nation’s largest online portfolio of school navigation resources for families, in English and in Spanish.

Our Team of Writers

Shelby Doyle

Shelby Doyle serves as the Senior Vice President of Policy & National Partnerships at the National School Choice Awareness Foundation. In this role, she oversees Navigate School Choice, Conoce tus Opciones Escolares, and the Navigate School Choice Network.

Shelby is passionate about empowering parents to make the best educational decisions for their children. She has held senior roles with National School Choice Week since 2014 and is a graduate of the Policy Innovators in Education (PIE) Leadership Institute and a 50CAN National Voices Fellow. She also serves on the board of The Forge School, a public charter launching in fall 2026, and is currently pursuing her MBA at Vanderbilt University in Nashville, Tennessee.

If you could go back to school for one day, what grade would you pick and why?

4th grade was a lot of fun. I had just gotten some pretty cool new glasses (think Harry Potter), and seeing well made keeping up in class a lot easier. But in all seriousness, I had excellent teachers and a fun group of friends at that age and was really enjoying school.

Alissa Jacques

Alissa Jacques is the Navigation Partnerships Manager at the National School Choice Awareness Foundation (NSCAF), where she builds partnerships that help families navigate their K-12 education options with clarity and confidence.

Over the past decade, she has worked as a classroom teacher, policy researcher, and strategic communicator, bringing a unique perspective on how families experience school choice. She is committed to creating student-centered systems that ensure young people are placed in schools where they feel safe, supported, and set-up for success.

In addition to her role at NSCAF, Alissa serves as Founding Board Chair of the National Association of Black Microschool Leaders (NABML) and on the Junior Board of Advocates for Children of New York.

If you were a teacher for a day, what subject would you love to teach?

I’d teach about the universe. There’s nothing quite like watching a student realize we’re made of stardust and floating on a rock.

Rebecca Collopy

Rebecca Collopy serves as the Content Manager at the National School Choice Awareness Foundation. In this role, she leads the development of resources that guide families through their K–12 education options with clarity and care.

Rebecca is passionate about empowering parents to make the best educational decisions for their children. A teacher at her core, she taught special education from 2012 to 2018 and also served as the Exceptional Children’s Chair where she worked hand-in-hand with families to make sure their child was receiving the best education possible. She is a graduate of the University of North Carolina Wilmington and is dedicated to ensuring families have the trusted tools they need to navigate education with confidence.

What was your favorite school lunch or snack as a kid?

I was a creature of habit growing up and most days you could find a classic peanut butter and jelly in my lunchbox.
